Convening Topic:
“Exceptional Family Member Program (EFMP): Transitions & Resources in San Diego”
In this convening, we learned from and networked with organizations that support EFMP families. It was amazing to see people interacting and asking questions!
Our panel included:
Shama Hearn, Navy Region Southwest (EFMP, Fleet and Family Services)
Shama Hearn is the Navy Region Southwest (NRSW) Regional Exceptional Family Member Program Manager with over 25 years of experience in supporting the military and military family support programs. She has managed the EFMP program in NRSW for the past 8 years.
Kate Kinnamont, San Diego Regional Center

Kate Kinnamont is the Associate Executive Director at the San Diego Regional Center (SDRC). Kate started her journey at SDRC almost 25 years ago and has served in several roles within the organization. She is an active member of the San Diego County Systems of Care Interagency Leadership Team, Healthy San Diego Workgroup, Juvenile Justice Blue Ribbon Committee, and is a board member of 2-1-1 San Diego. Her prior work experiences include working as an educator for the U.S. Navy’s Level 1 Drug and Alcohol Program as well as a Victim Services Specialist for the U.S. Navy’s Family Advocacy Program. Kate is married to her husband who served in the U.S. Navy for 20 years.
